Romania implemented 28-05-2010 NTFA www.ancom.org.ro.<br> According to the provisions from ECC/DEC/(05)10 Decision, under Decides 5 due to considering f), in permitting or limiting ESV emission in the band 14.25-14.5 GHz, within the 125 km distance from the coast or within the territorial seas or internal waters, ANCOM as national administration submits the following notification:<br> 1. The ESV shall be operated on a ‘Non-Interference Non-Protected’ basis, that is, the ESV shall not cause harmful interference to, and shall not claim protection from, other stations operating in accordance with Article 5 of the Radio Regulations.<br> 2. The ESV shall not be permitted to operate when the vessel is within:<br> a. 5 km to an off-shore installation, if that off-shore installation is to be treated as part of the Romanian territorial sea;<br> b.10 km from the Romanian land, that means from the Romanian coast line to the Black Sea.<br> 3. The minimum elevation angle used by the ESV shall exceed 7 degrees.<br> 4. The ESV shall employ a stabilised platform with the ability to maintain a pointing accuracy +/– 0.2 degrees towards the geo-stationary satellite throughout transmissions.<br> 5. The ESV equipment shall comply with the appropriate essential requirements identified in Article 3 of the R&TTE Directive and other relevant provisions of that Directive.<br> According to the provisions from ECC/DEC/(05)10 Decision, under Decides 6 and due to considerings g), i) and j), ANCOM as national administration submits the following notification:<br> 1. The ESV equipment is not exempted from individual licensing when installed on board of ships registered in Romania. Therefore, ANCOM will issue individual license for each ESV equipment installed on board of ships registered in Romania.<br> 2. The requirements needed for ESV equipment to be installed on board of a ship registered in Romania will be provisioned in the license. <br> The point of contact is the ANCOM’s headquarters National Authority for Management and Regulation in Communications, str. The AES equipment installed on board of ships registered in a foreign country (CEPT or non-CEPT), which may land at Romanian ports, should require to have a "radio station license".<br> 4. The usage of ESVs in the band 14.25-14.5 GHz when navigating in Romanian inland waterways, or near national off-shore platforms, or when at ports is strictly forbidden.<br> 5. The ESV operators will restrict any undue emission and will make any effort required to prevent and resolve potential and actual interference issues to the terrestrial services in the band 14.25-14.5 GHz within the Romanian territory
